If you don’t want to be in a relationship with him, why does it matter? Like the others have stated, he could be shy. He could’ve realized he got caught staring and stopped. But in reality, who cares? Unless one of you goes & TALKS to the other, none of this matters. Focus on important things in your life. Not some random guy you claim you don’t even want.

Perhaps he wanted to talk to you and when you stared back it made him aware that he was staring at you. Who knows, unless you ask him. Otherwise, forget about it. Unless you see him all of the time like in school or work and can’t ignore him.
